is it energy efficient to keep heating on in cold spells or to let heating go on &off ?

yes it saves energy to let room cool off. Energy loss to the outside is proportional to the temperature difference. If the room is 50F and outside its 50 F, you lose no energy.
If the room is 70 F and outside its 50F you are losing energy and if the room is 60 F, you lose energy about 1/2 the rate as compared to when the room was set to be 70F.
